We needed a hero.

A fire rose.
A fire rose and it burned through the city like a cleansing-and it cleared away weeds and decaying flowers and flushed rats and animals out of places they should not have been. A fire rose, and John Blake helped feed it brush and twigs and he looked at what he saw and was pleased. Of course the League had spies within the Gotham Police. Why wouldn't they? If there was ever a force, a ragtag weary force of sellswords and half-made knights that could fight them it was them. Better to have men carefully placed.
IF YOU'VE GOT MORE TO GIVE THEN YOU'VE GOT TO LOSE ;
And he will tell you it was for the money and the power but it was for the idea. Batman writ large, remaking the world into a better image. No bat but Bane and Talia from the East. The city burned, he fed the flames and Gotham is better for it.
Better despite the fact that it is in essence barricaded by the United States government.
Better despite being declared a hot zone.
He does not command the police, he's merely a high ranking officer who reports directly to her, the princess in the tower with a dragon curled around her feet. Why it's almost like a fairy tale. The downside is nobody in Gotham is stupid. They saw the fairy tales coming.
The prince born in secret, destined to save the kingdom?
They got him a long time ago.
PUT YOUR HANDS UP AND I'LL COPY YOU;
And while there are a few dissenters, a few pretenders to the throne there is only her and her power and her minions and while the citizens may sleep on straw and the once proud rich may beg for scraps the city is safe. There are no more cages for the bat's city.
They cut off it's wings after all.

Post Bane's exemplary reveal, Blake (who had been a spy for the League within the GPD) made the final decision despite wavering and nearly agreeing with Gordon that Batman had the right idea and that the city did not need a "firm hand and a quiet word" so to speak. The city has been quarantined, and though batman was "killed" at the end as in canon, Talia and Bane remained-Catwoman fled-and the city has fallen into becoming much like the narrows.
